does the socks come up over the calf and are they wide..

They are standard over the calf width the non binding morpul top helps with restriction to leg it gives but conforms to the leg.

do you have KNEE HIGH diabetic socks, not over the calf style

Are these the "Made in the USA" socks with the blue stripe across the top of the toes? Or the Chinese knock offs? Thanks...

what is the actual compression rating of these socks?

The Diabetic and Circulatory Socks are not compression socks. They allow for circulation and have a loose weave up the leg. The graduated compression socks are tight at the ankles and these force the blood back up towards the core of your body to keep it from pooling in your feet.
